CONSULTANCY SERVICES FOR THE FACILITATION OF TRAINING IN RESULTS BASED MANAGEMENT, M&E SYSTEMS, AND PROJECT CYCLE MANAGEMENT

 

BACKGROUND

The Basic Needs Trust Fund (BNTF) is a poverty reduction Programme of the Caribbean Development Bank (CDB) with ten participating borrowing member countries, which includes Grenada. Its mission is “To be a community development Programme that supports education, water & sanitation, community access & drainage, and economic activities; through skills training, organizational development, infrastructure, and services”. The BNTF Programme seeks to provide resources to poor communities to improve access to basic infrastructure services, provide temporary employment, enhance economic activity through skills enhancement; and reduce beneficiaries’ economic and social vulnerability to risks that impact on income and well-being.

Active engagement with the community is a priority for the Programme. The BNTF project in Grenada is executed by the Government of Grenada (GOG), Ministry of Finance through an Implementing Agency (IA), which is the BNTF Office. The IA is responsible for the day to day operations of the Programme. However, as part of its overall management, an Oversight Entity (OE) has been established to provide guidance and direction. The BNTF Programme now seeks to hire a Consultant to undertake training activities in the following areas: Results Based Management (RBM), M&E Systems, and Project Cycle Management (PCM). Applications are invited from suitably qualified persons to fill the position of Training Consultant.

 

PURPOSE AND OBJECTIVES

The purpose of the workshop is to improve the capacity of stakeholders (staff and board members) for sustained use of the RBM approach to improve the implementation of the BNTF Programme by enhancing participants’ familiarity with and understanding of the major concepts related to RBM, PCM and M & E systems.

The objectives are as follows:

1.   To equip participants with the understanding of RBM approach, M & E Systems, and PCM;

2.   To provide participants with tools and methodologies to measure, monitor, and report project success (inclusive of gender responsive results);

3.   To aid participants in designing and adopting an appropriate Results Monitoring Framework to facilitate monitoring and evaluation of Programme activities;

SCOPE OF WORK/ACTIVITIES

The Consultant undertake to perform the services with the highest standards of professional and ethical competence and integrity. The Consultant is strongly encouraged to develop highly interactive and practical outputs for this consultancy. The Consultant is required to perform the following functions at minimum:

1.   Collaborate with BNTF Grenada to develop and implement the training including:

a)  Prepare and submit a Training Plan and  for the delivery of the required training.

b)  Developing and finalising the agenda for the training based on number of days agreed and share for feedback.

c)  Developing/elaborating the following:

                                         i.    The methodology/approach to the training;

                                        ii.    A set of workshop materials. This set of materials should include a Participants’ Resource Package and a standard power point presentation. The power point presentation should be made available in an electronic form.

2.   Provide necessary technical personnel to deliver the training;

3.    Deliver virtual competency-based training to thirty (30) participants. The participants are a diverse group of professionals that are part of the BNTF Programme Oversight Entity and Project Staff;

4.   Teach participants the key concepts of RBM, M&E Systems and PCM;

5.   Introduce participants to relevant tools and methodologies utilized in RBM, M&E Systems and PCM;

6.   Teach participants to design an appropriate Results Monitoring Framework to facilitate the monitoring and evaluation of Programme activities;

7.   Prepare an Evaluation Report at the end of the training, outlining the successes and shortcomings of the training, along with recommendations for future activities.

 

RESULTS AND DELIVERABLES

 

The Consultant(s) will provide:

1.   A training plan which details the methodology /approaches and timelines associated with this consultancy and outlines a draft agenda for the training workshop;

2.   The final agreed agenda for the training and the full complement of workshop materials. To be submitted a minimum of five (5) days prior to convening the workshop;

3.   Facilitate the virtual[1] training workshop based on the agreed agenda, training objectives and outputs; and

4.   The Training Evaluation report on the training including a thorough evaluation of the workshop and recommendation for future workshops. To be submitted within two (2) weeks of the completion of the workshop.

 

 SKILLS AND KNOWLEDGE OF CONSULTANCY FIRM

 The Consultant engaged should possess :

·        A minimum of a postgraduate degree in a related area;

·        A minimum of 5 years’ experience in developing and facilitating training workshops, particularly training of Government staff; and

·        A minimum of 3 years’ experience in Results Based Management including programme development and execution and developing logical frameworks;

 

CONTRACTUAL AGREEMENT, LOGISTICS AND SUPERVISION

The Consultant will be hired under GOG MOF-BNTF terms of contract and supervised by the Monitoring and Evaluation Unit solely for the purpose of delivering the above outputs, within the agreed time frame. BNTF’s Monitoring and Evaluation Officer shall provide necessary support to the Consultant in order to execute the assignment during the duration of the consultancy.

 

PAYMENT SCHEDULE

The Consultant’s payment shall be based on the financial proposal developed for this consultancy in accordance with the agreed contract deliverables.

The expected start date of the Consultancy is September 29th, 2020 - October 1st 2020. This workshop is expected to take place over a three day period.

Payment shall be made in three (3) installments of:

       20%  -           upon submission and approval of Training Plan and Workshop Material;

       60%  -           upon completion of the three-day training activities; and

       20%  -           upon submission of the Training Evaluation Report.

All information pertaining to this consultancy (documents etc.) belong to and remain the property of the Government of Grenada through the Ministry of Finance (MOF) - BNTF as the Borrower as sole owner of all content and material, and exclusive rights over its use developed under this TOR. The Government of Grenada (GOGR) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$5 Million; towards the cost of the Climate Smart Agriculture and Rural Enterprise Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of GOGR and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOGR shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

 

The Ministry of Finance, Planning, Economy Development and Physical Development, the Executing Agency, now wishes to procure consultancy services for a Civil Engineer.

 

The objective of the consultancy is to provide civil engineering services within the PEU of the Programme in order to ensure effective implementation of the Programme.

The duration of the assignment is expected to be for a period of fifty-four (54) months.

The Ministry of Finance, Planning, Economy Development and Physical Development now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Consultants shall be eligible to participate if:

 

(a)     the persons are citizens or bona fide residents of an eligible country; and

(b)     in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

 

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.    All information must be submitted in English.  Further information may be obtained from the first address below between 8:00 and 16:00 hours Monday to Friday.

Re: BNTF Cycle 9-Consultancy to Conduct a Contractor’s Workshop

1.0    Background

 

1.01    The Basic Needs Trust Fund (BNTF) is a grant-funded Programme of the Caribbean Development Bank (CDB) and the Government of Grenada (GOGR) that had its inception in 1979.  Since then, the Programme has been contributing to poverty reduction in targeted communities by providing infrastructure and livelihood enhancement services both nationally and regionally.  Grenada entered the 9th cycle of the Programme in 2017 and is in the process of implementing  same.  The Programme is geared towards a socially inclusive development process that empowers the poor and vulnerable and supports institutional development.  It seeks to improve access to basic services across key sectors of the economy through the provision of social and economic infrastructure and the development of skills to enhance employability, community management, reduce gender disparity among others. At the national level, BNTF 9 Country Project Grants comprise resources for portfolios of sub-projects in three sectors namely: education and human resource development; water and sanitation; and basic community access and drainage with additional support for administration and implementation, institutional development and monitoring and evaluation.

 

1.02    The Government of Grenada (GOGR) has in place a BNTF Implementing Agency (IA), which falls under the purview of the Ministry of Finance, Planning and Economic  and Physical Development.  Sub-projects are typically implemented under a tripartite agreement between the targeted community, the responsible Public Service Agency or Civil Society organization and the IA.  The Portfolios of sub-projects are approved by a BNTF Oversight Entity (OE), with the IA being responsible for managing sub-project implementation and all the day-to-day activities of the projects.  The core staff of the IA includes a Project Manager (PM), an Administrative Officer, an Accounting Officer, A Project Engineer, a Building Technologist a Community Liaison Officer (CLO), Assistant Community Liaison Officer and a Monitoring and Evaluation Officer (M&E).

 

1.03 GOGR now seeks to engage a Consultant to prepare/design and facilitate a Contractor’s Workshop for the BNTF 9 Country Projects.

 

2.0    Objective

 

2.01 As part of the institutional strengthening and capacity fostering component of the BNTF Project, the main purpose of this Consultancy is to build capacity among prospective contracting firms or entities in order to enhance the quality and delivery of sub-projects through their increased awareness in the Bank’s fiduciary practices and fundamental procurement principles. The BNTF project encourages community empowerment and does so in a number of ways which includes the engagement of contractors and workers within the beneficiary community. The workshop will seek to educate small contractors on the tendering and procurement process, requirements under the BNTF project, sustainable building (renewable energy, energy/water efficiency), climate change resilience, taxes, and gender mainstreaming.

 

3.0 Main Task

 

3.01 The Consultant is expected to deliver the modules for the workshop which will cover the following:

·       Procurement : tender process, tender documents, the bidding process,bid proposals, bid evaluation, contract document, payment certificate, bonds, procurement guidelines aplicable to contractors relative to the Government of Grenada and the Caribbean Development Bank.  

·       Climate change resilience: understanding climate change, the role of climate in building, application of relevant building code, climate change impact on the built environment, energy efficieny and renewable energy in building.

·       Gender mainstreaming: develop and/or strengthen awareness and understanding of gender mainstreaming,  integration of a gender perspective into everyday work.

·       Relevant taxes and tax obligations.

 

 

4.0    Deliverables

 

4.01  The Consultant will:

·   Attend an inception meeting with the BNTF IA at the start of the Consultancy to discuss the workshop and to agree on the way forward;

·       Provide drafts for workshop content and presentations

·        Present final workshop content and presentation for approval

·        Facilitate workshop

·        Produce a final/completion report on the workshop

·        Develop of a manual for participants

 

 

4.0       Roles and Responsibilities

 

4.01  The consultant will report to the Project Manager of the BNTF IA.  The BNTF IA will have responsibility for organising the Consultancy/workshop, including the provision of meals  and will coordinate partner organizations’ participation.

  

6.0    Qualifications and Experience

 

The candidate/firm should possess the following minimum qualifications:

 

·        Be a Professional of the Building/Construction industry in a management capacity (Project Manager or Coordinator); at least 10 years’ experience at this level;

·        At least a bachelor’s degree in a relevant engineering or architectural field ;

·        Must possess thorough knowledge of and show strong experience in the application of Grenada/OECS building codes and other accepted international building codes.

·        Must also possess knowledge and experience in the execution of traditional building practices and methods in Grenada;

·        Prior knowledge and experience with CDB procurement processes will be an asset.

·        Experience in preparing and presenting similar workshops would be an asset.

 

 

7.0    Duration and Timeframe

 

The workshop is expected to be conducted over  two morning sessions over two days.  

 

 

8.0 Submission

A university degree in Development Studies, Statistics, Social Science or a related field.

 

At least three years of proven experience with: Planning and implementation of M&E systems; M&E methods and approaches (including quantitative, qualitative and participatory); The logical framework approach and other strategic planning approaches; Training in M&E development and implementation; Facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders; Information analysis and report writing; Development of evidence based knowledge products.

Applications are invited from suitably qualified persons to fill the position of Project Manager for the BNTF project.

 

1.0     JOB SUMMARY

 

The Project Manager (PM) will report to the assigned Operations Officer and/or Portfolio Manager at CDB, Barbados. He/she will lead the IA and will be an ex-officio member and Secretary of the Oversight Entity (OE). Through the Chairperson of the OE, the PM will report on the day-to-day operations of the IA. The PM will be responsible for establishing and maintaining contact with the relevant government ministries, non-governmental organizations (NGOs), civil society organizations and the private sector and for negotiating integral partnerships. As head of the IA, the PM will have ultimate responsibility for managing project resources and all IA staff and supervising the implementation of all sub-projects.

 

2.0     DUTIES

2.01 The duties of the PM are:

a)   Aligning the IA’s work programme with the country’s poverty reduction goals and relevant development strategies;

 

b)   Assisting the OE and Government to develop and implement a Country Policy Framework (CPF) based on poverty reduction goals and national sector priorities and coordinate project activities with other similar donor-funded projects which address poverty.

 

c)   Agreeing on quantified (non sub-project specific) annual targets and work plans in the context of the agreed strategy;

 

d)   Coordinating the preparation of the portfolio of sub-projects for the approval by the OE and CDB, and proposing for consideration and approval by the OE, any other activities to be financed;

 

e)   Managing coordinating and supervising the IA team, including the Administrative/Accounting Officer, Community Liaison Officer, Project Engineer, Monitoring and Evaluation Officer and support staff, thereby ensuring sub-projects and activities are in compliance with the policies and guidelines established for the Programme;

 

f)     Identifying funding partners in consultation with the OE and CDB, managing day-to-day operational interactions, and reporting on partnership activities and achievements as part of the Annual Work Plan and Annual Project Performance Report

 

g)   Submitting all financial and non-financial reports as per schedule, to the OE and CDB, on a timely and regular basis, detailing all past and planned activities;

h)   Establishing and maintaining contact with all stakeholders, especially with the sponsoring Ministry/agency, other social partners and supervising consultants for efficient and effective delivery of project outputs;

 

i)     directing the planning, implementation, monitoring and internal evaluation of the BNTF Project and ensuring good governance;

 

j)     marketing BNTF activities to target groups as part of maintaining the BNTF’s brand and profile in country;

 

k)    Having responsibility for cost control and compliance with relevant standards and policies of the Programme;

 

l)     Reviewing all contracts related to the hiring of staff, and the procurement of goods and services;

 

m) Establishing a database of gender-sensitive monitoring indicators which will be used to improve on subsequent designs. The date for data collection will be agreed and outlined in the OM for each type of sub-project; and

 

n)   Any other related duties that may be delegated by the OE.

 

3.0     QUALIFICATIONS

 

The PM is expected to have at least a Master’s Degree and a minimum of 5 years’ experience or a Bachelor’s Degree and a minimum of 10 years’ experience in project management. Expertise in the management of rural development projects and proficiency in computer skills are prerequisites. It would be advantageous if the PM has demonstrated competence in managing donor-funded programmes and the ability to effectively communicate with community groups, Government officials, donors, private sector representatives and NGOs. Knowledge of gender analysis and environmental sustainability are also desired. Good written and oral communication skills are required.

 

4.0     PERFORMANCE INDICATORS

 

Performance in this role will be measured against the following and specific targets will be formulated on an annual basis:

a)   The volume of sub-projects (number and value) planned and achieved
